The stilts and flatness make me think its on the tundra, which means either Canada, Alaska or Siberia.
If I didn't know better, I'd suggest either Alert, Eureka or Resolute, but images I've seen of them don't look like that building.

I don't remember how cold it was, but I remember being out of breath because its at an altitude of around 11k feet or so. Canon Rebel XT (350D) 18-55 kit lens & 50 Mk2.
