Photoshop brushes or frames?

I'm sorry I can't seem to find any examples at the moment, but I have seem photos with these sort of "curly-q" borders around them that look very nice. I am wondering if it is a special frame template, or a photoshop brush? I would love to do something like this but dont know what it is or where to find it.

Does anyone have the slightest clue what I'm talking about :confused:

I think it's either or.

Frames and border brush set (external link)
