It does look like it is a hit or miss. The charger I got actually works fine - it did successfully charge both the Canon OEM battery and a third party DSTE battery that came along with the charger. The DSTE battery on the other hand is crap, it has fully discharged after taking 140 shots and then sitting in a turned off camera for a day and a half. That's some stellar performance

! Maybe I just got a defective one, who knows. I contacted the seller, we'll see what they say.
I doubt the 3rd party charger has the calibrated/performance button/feature like the OEM but maybe that might help.
I do hope this isn't normal for these batteries as I just took delivery of 2 of them for my 1DIV, but I guess if it is I'm glad I got 2 instead of just 1.
I've used this brand on my 5dIII and they don't hold a charge as well as the OEM and other 3rd parties, but pretty close. They are one of the 3rd parties that still 100% report properly after the firmware update, so that's why I order this brand of 3rd party. Then the fact that I could get 2 for less than the price of 1 OEM even if they didn't hold a charge quite as long(I was expect to close) it seemed like a no brainer.
Anyway I hope get better results, and if so yours will start performing better after the next charge or can get it exchanged easily.
