thats what I thought.. something like that
seems to be a message there for sure
this was one floor up
it would not be noticed as much (up there ) as on a lower floor, by the people walking by

the signal could have been 'known' by those who wished to 'know'



usually one peg would do the job for such a small item
but I guess the wind could knock that sideways
