are you working in the layers pallete? Is the eye icon on that layer so you can view it?
No. How do I view it? I don't see it in the layers menu. I must seem a complete idot!

I am able to change the colour of the background in PS using Hue/Saturation. I edit the Blues only. As pets don't usually have any blue in them, the changes only effect the background colour. If the dog was wearing a blue collar, I would use the history brush to return the collar to its original colour. Alternatively, I would do the Hue/Saturation adjustment on an adjustment layer and then erase unwanted changes from the layer.
