Dealing with noise

I took some RAW photos indoors at a wedding recently - 350D at ISO 800 -
and predictably there is some noise.
Should the noise be removed at the RAW stage, or after I convert the images to JPG?
What is the best software to use?
I have Paint Shop Pro but was wondering if there is something better.

Any help or suggestions will be appreciated.

I have typically done the noise removal as my first step after RAW conversion. I know next to nothing at PSP but I know the noise removal in photoshop is pretty much useless. I have long used Neat Image Pro+ and it does a great job. Lately I have moved over to using Nik Dfine which is a great product as well. I don't know if they will function as a plug in to Paint Shop Pro like they do in photoshop.

I use noise ninja and just posted some stuff here shoot a 3200 with my 5D. I apply after I convert. I alway save my raw files untouched.

Try the noise reduction in DPP. I had to shoot my daughters graduation at ISO 1600 due to poor lighting and distance from the stage and was happy the ability of noise reduction in the latest DPP.
