How much RAM do you have? Should have AT LEAST 1 Gig....or preferably 2, 3, or even 4.

I use the built in graphics card that came with my Mobo. I have 2GB RAM and don't have trouble like you are describing unless I am viewing a RAW file that I haven't let Lightroom build the preview yet, in which case is to be expected.

I'm using a 3+ year old laptop with 1gb ram and of course onboard (shared) graphics... I don't see those problems either. How FAST are you trying to pan these images around anyway?

Actually a fast graphics card really doesn't affect image viewing that much... its more beneficial for 3d games and video.

Don't know what the problem might be honestly... Are you running Vista? Perhaps some of the enhanced OS graphics options are slowing your system down?

I have onboard gfx with core2duo 2ghz, 1gb ram and don't have a stuttering in lightroom once it's finished loading.

What program are you using?

The graphics could only be a bottleneck if the work is being done in a 3D environment,.

Now if I;m not mistaken, Vistass implements a 3D environment in it's "Aero Glass" desktop.. if you turn this claptrap off, the problem will likely go away unless it's another Vistacruiser bug

What CDS said. I'm running the Intel GMA 950. It's 64 mb of graphics space from my system RAM (plus 16 mb more for the processor management). It does photo manipulations very quickly.

"Raw" is not an acronym, abbreviation, nor a proper noun; thus, it should not be in capital letters.

You could try turning off the gadget bar as well.

This might be obvious and you might have done it already, but try to change the setting for your monitor. Usually the monitor is set to be at 60Hz refresh rate. See if you can change this. It also has to do with your resolution setting also. Try to play around with these setting and the refresh rate see if there is any difference (and ofcourse everybody else's opinion's got something todo with it to.) Good luck.

I am running the 8800GTS, I think the new CS3 Extended utilizes your videocard.

7950GX2, volt modded, clocked to 650/750(1500). Custom cooling.

Errrr....

Anyways, bottlenecks like that are likely the processor or lack of ram, not the video card. Unless it's really, really, really old and terrible.

Edit: After reading your system specs, I've no idea. I blame Vista. ;)

Your video card and system in general should be well up to the task of Photoshop. And Vista basic doesn't include Aero if I remember correctly, so that shouldn't be the problem. Does this happen in other apps as well? Sounds like a potential driver problem to me, but there's not much to go on here.
