what graphics card are you guys running......

Make sure your videocard drivers are current, and make sure you are running in 16bit or 32bit color mode. I have seen the jumping around when Vista/XP uses the default drivers. Make sure you monitor is plugged into the right port (some people will plug their monitors to the onboard port instead of the videocard port). But what you are saying does not sound right. I would also change your LCD back to default settings(via your LCD menu).

Ahhhhhhhh I forgot that I am the only one left in th world running CRTs which do not limit re-draw..

Could it be the LCD can't re-draw fast enough?

That's the only bit of hardware that could be responsible IMHO, other than that it's Vista.
