I don't want this effect : - ?

Fuji Finepix 2600 = Point and shoot 2.0 Megapixel Camera.
I keep it in my desk at work at all times : - )

But I donno what the hell happened here!?!?!?!?
It is almost like The camera wanted to take a "Tilt Shift" photo.
Any idea what caused this ? and NO I did NOT do anything to the photo this is AS - IS.

The View from my 11th Floor Window tried to photograph a MA State Police Motorcycle pulling someone over and this is what I got ? ! ! ?
Same thing it's like the camera has a mind of it's own.

So My real question is how can I prevent this "Model" ish looking Photos from Keep happening?
Again I am not using photoshop I am not "BS'ING" and I am not using that great a camera
Fuji Finepix 2600 and its prolly 5/6 years old and been droped a few times.
