It's a lot of money for an older camera. Say no and get the 30D. :)

The revised quote refers to "high shutter release count".
Out of curiosity, did they tell you how many it was? I'd be interested to know what Canon considers a high shutter count for a 20D.

Oh hell no. I'd tell Canon to do it at the first estimate they gave you or return it, I'd also file a complaint with the BBB and see what comes from that. You could easily just pick up a refurbished 20D for a few bucks more or just use it as an excuse to upgrade to a newer model.

if you are in no hurry wait and get a new 40D or 5D
if you really need a back up pick up a 300D, and wait?

It's just an estimate. It hasn't been stated that work has been done nor that they're demanding payment and withholding his property or anything. I'm sure they'll happily release it to the OP without doing the work for the original quote. :rolleyes:

I'd also go the route of investing the repair money into something new instead.

Save up another $300 or so and buy a lightly used 30D. They're popping up pretty regularly for ~$900.

If it was requoted on that basis I'd argue that the shutter count is so high because it was firing off every second by itself! I mean really... are they just looking for more work to charge you for or something?
