From doing a quick search, it seems that only DPP currently makes use of the Highlight Tone Priority of the Mark III.

Questions:
1. Is this indeed the case?

2. Is there any updated info that Lightroom (or ACR specifically) will add this feature?

3. Does ACR read all the data in the 14-bit image, or does it read it in as 12-bit?
