got the 55mm quantaray circular polarizer today and here are the test shots

The camera will automatically compensate for the light loss unless you are in Manual mode. In Manual, just move the exposure to center the needle and compensate for very white or black subjects.

The polarizer filter works the best (or "has the maximum effect" in another words) in the mornings and in the evenings when the sun goes low, and when you're pointing the camera to 90 degrees angle from the sun direction :

The image with the polarizer looks darker because the polarizer makes blue skies look darker. You can adjust that in levels. I would leave the exposure settings alone, with regards to the sky, The foreground (house) is under exposed in both pictures because the camera meter is being fooled by the bright sky. This is not a result of the polarizer. You can take a reading off the house and one off the sky and pick a setting in between the two. Alternatively you could lose the polarizer and use a split ND filter to darken the sky so that its exposure is closer to the foreground.
