Is there a way I can turn off automatic flash?
i know there's no flash mode but when i want to use any other setting except "M" the flash comes out when it needs to but i dont want it to. For example, i wanted to use close up mode and then the flash will pop up everytime.

how can i turn that off?

It will come up in some pre determined picture styles. The best way to avoid this IMO is to use P mode. All you have to set then is your ISO!

P, Av, & Tv don't automagically pop up the flash as far as I know...at least this is true on my 10D. And I'm not sure about your XTi/400D but there's also a specific no-flash mode on my 10D...all the way on the end.

Did you lose Digital Photo Professional (DPP)? Get it here (external link). Cursing at your worse-than-a-map reflector? Check out this vid! (external link)

I thought you can select the flash to stay off, but my camera is in the car and I just don't want to walk that far... It shouldn't fire during P, Av and Tv unless you raise the flash manually.

You can use no flash, sports, P, Av, Tv, and M mode. In all other modes, the flash will automatically pop up if the camera thinks it's needed.
