In a nutshell: under the eyedropper tool is the measure tool.
Click and drag a line along a line that should be vertical or horizontal.
Then click Image/Rotate Canvas/Arbitrary...
It will usually have an angle suggestion that will bring that line to perfect verticality or horizontality...

Hmm I knew that but Im guessing you have to crop afterwards? Is there any way to preserve the full image and somehow correct tilt? I have experimented with tons of different things and I cant find anything that works.

Man I didnt even see the tilt until it was pointed out. Actually, I'm still having a very hard time finding it. I just plopped the tripod over in portrait mode.

Nice shot. the only thing I see wrong is the tilt to the right.

I should have made it clearer that the camera was pointed to the nice. Photographer was looking behind his back for those 25 seconds with his hand on his knife!

Lovely image, I prefer the second version myself, it has a bit more depth to the colours and a touch more punch, the first one seems slightly washed out in comparison.

Alright. I straightened the photo I think. I had a really hard time finding the tilt.

Damn. Well since I cant really see it, does it need to be corrected clockwise or counterclockwise? Just a couple degrees? Do you see it most in the water because that might be an optical illusion!

I see it in the bridge column and the tree horizon. You wouldn't have to crop it much at all to fix it, it would be practically the same image. Turn on your image edit OK flag in your profile options so that we can help you out. BTW its tilted clockwise so you should turn it Counter-Clockwise.
