A couple years ago I decided I was going to torch a bunch of hotwheels cars with rubbing alcohol...so I have a bunch of different fire pictures. The reason I say that is the fire reflections in the eyes are two different pictures to give it a more realistic feel. There's really only one trick. I overlayed each image over the eyes, then channel masked the flames out since the background in my pictures were stark black. Once I overlayed the fire on the eyes, I stretched them so the flames fit the contour of my eyes. Then I used a layer mask and brushed away the fire at the edges of the eyes with a 10% opacity brush. Then I lowered the overall opacity of each layer. The reason I made the center of my eye brighter compared to the outside is my guess perception of how a reflection might really look in someone's eye.
