it depends on what the image is, for this one I increased the saturation and then use select colour range to get the hair, then inverse the selection and delete everything else (this was all done on a duplicate layer.
then duplicate the base layer again and remove the the background and you dont have to worry to much about it deleting the hair.

hope that makes sense.
