I've never actually handled a double pan head, but I know what they are...
With a single pan head, you can pivot the entire ballhead assembly (housing, ball, & clamp) around the panning axis. That is, while you pan, the ball rotates in space, taking the camera with it.
With a double pan head, you can do that, and also, with the panning base locked, you can pivot the camera around the clamp (with the ball staying fixed in space).
I believe the advantage is that you can level the camera with the ballhead (easier than leveling the tripod), and then pan.
An alternative is to buy a leveling base. Or, like the unwashed masses, just level the tripod. I'm very happy with my single pan head (acratech).
