did you use layers to create this? Reason I ask is if I put multiple imaged in photomatix or cs5 the people and cars would not be in the same position in each shot, so they would blur or disappear.
or is it originally one photo?

That photo was composed of 2 RAW images: normal exposure (1/25) + under exposed (1/200)
I had the overexpose (3/10) but as you said the people are blurred and didn't come out well.
I bumped out the ISO to 500 in order to get speed. Pictures were taken with auto bracketing in the following sequence: normal -> under -> over.

Every time I see this pic, I feel like it's a Gotham City.

Victor, I'm sorry if that pic looks garbage to you, perhaps it's not up to your standard or to your taste.
It may looks apocalyptic to you because it just finished raining.
However, to me, I like how the picture came out :)

It looks post apocalyptic because you have pushed it too hard with the tone mapping. I would be surprised if the strength slider was not up around the 100% mark?

It's just doesn't look realistic, I know this is the HDR forum and I do enough of them to have a little knowledge on the subject, but really try knocking it back a bit as the shot has a lot going for it, great composition and straight lines. But the processing is over the top IMO

Victor, thanks for your feedback. I understand it does not look realistic, and look more like a painting.
When I processed it, I realize that and it might not be everyone's cup of tea. But to the least, every time I see this pic, I'm having the same mood as when I took the pic. Btw, this is a great place to stay in Santa Cruz, West Cliff Inn.

I'll play around again with this pic and see if I can get more of a realistic look. I'll post it here if comes out decent :)
