Hydrant sunrise

While taking some sunrise shots of a bridge, I looked down and saw this. The colours caught my eye.

That looks like it could be a "wet" hydrant, as opposed to the "dry" barrel hydrants that I am used to. Does it ever freeze where that picture was taken?

Naw, we night get frost and some wondstorms. I see snow once in a while. Freeze? Naw.

Interestingly, I'm moving 200 feet from that hydrant to the wedding district. Can't wait to walk to Starbucks and hand out bidness cards to brides wandering around. :) $$
