Yes he is
Not sure on the ID- also looks similar to the first one in that gallery.
I sent him an email with a link to your pbase pic. He's always interested in bark fly pics (apparently they are calling them bark flies now rather than bark lice to improve their image )

{EDIT} Update from Bob- apparently it's not a bark fly but he has no idea what it is !
