Dodging is the way to do it. I use about 17 to 20 percent opacity and a soft brush. Some of the brushes have the same density out to the edge and some soften around the edges. The softer ones will blend better. Be careful not to lighten too much. You can use this under the eyebrows too to make the eyes look bigger. Also helps with teeth. If you go too far with the whites of the eyes, it will look unnatural.
Hope I helped. :)

I create a new adjustment layer, change it from normal to screen, alt+backspace to turn in black paint over the whites with a soft brush and then adjust the opacity down to around 15-25%

I create a new adjustment layer

Id try the Layer> Adjustment Layer / brightness-Contrast first. Sometimes just reducing the saturation is also enough.

Exposure, car lighting, layer Masks, selecting ALL in here:

Well I went and re tried the Dodge tool. I did get the eyes whiter, but Im still confused about new layer level. When I click new layer adjustment, I have to choose an option. I just skipped that part and did it on my original.

Yes. Several tools have a mask built in.

...and did it on my original.

BAD choice! Someday, when you know more, you may want to revisit that file. At the very least, you should make a dupe layer & only work on that. This will double your file size, where using an Adj Layer will not.
