I think when rotating the shutter dial with the flash engaged, it STOPS at the max synch. speed.

Maybe. I don't have my camera to hand to check it. But if you set a fast shutter speed (in Tv or M mode) and then pop up the flash, it doesn't automatically change the shutter speed for you. And if you're using Av mode it doesn't know what shutter speed is required until you press the shutter button, so it can't prevent you setting an aperture that requires a fast shutter speed.

The more I think about it, the more I suspect xarqi is right.

Unless you are in HSS mode with an EX flash mounted on the camera or using a non-dedicated flash, the sync speed is always going to change so that it's no faster than the max sync speed of the camera.

Also, don't forget that the OP can not see through the viewfinder. It is blacked out and the only way thta can happen is if the mirror is stuck up there.

Oops. Missed that bit. Yes, it does sound like a stuck mirror.

Yup - that's why my suggestion was a long shot at a partial answer. I checked my 30D manual, and as you say, even in Manual or Tv mode, shutter speed is limited to the maximum for synch. It must have been with the external non-ETTL flash that I experienced this.

I'm glad it worked out.
Jeez - a piece missing, huh? Doesn't say much for Canon's QC. :(

I'm not sure that Canon does any QC at all. Take it from the line, calibrate it, ship it. Seriously.

I had my 580EX II in with shutter set to 1/1000 on my 400D/XTi and had this same issue... Drop down to 1/200 and you will be fine.
