Well, as much as i would like to say that I am a Marine, due to circumstances beyond my control, i am not, however, my sister is an active duty Marine, currently @ Twenty-Nine Palms CA, and I consider any Marine, active or not, a part of my family. :D

And you are correct. A Semper Fi! is extended to one's own nearest family members. Also to any military, past or present, who gives a Marine that salutation "Semper Fi!"
