I think he meant to say the shutter uses two motors for open and close instead of one motor and a spring loaded mechanism. To the best of my knowledge, this would no affect the recycle time for the flash.

You are not even close to crazy.

I bought my 400D kit in May. Then, EF 50 1.4, sigma 10-20, EF 28-135 IS, EF 70-300 IS, 17-40L and ...............
I bought a 40D today.
