No it's the car paintwork- that's what metallic finish looks like magnified.

Not an expert on paintwork but my understanding of metallic paint finish is that it is a rough particulate paint with a clear laquer layer on the top. So it does have a smooth finish. Just know at this time of year when the car is normally shaded the bugs like resting on it :)
