30D Manual setting

-When set my 30D camera at Manual Mode, I was unable to change the F stop. The Camera was fixed at the widest opening of the Lens used. I tried 3 different Lenses (F2.8, F1.8, F4.0) with the same results ( Camera was fixed at 2.8, 1.8 and 4.0). The ON switch was pushed all the way up ( above the ON mark).
-When set the camera at Av or Tv Mode, the meter was always
at -2/3 causing the pictures are all under-exposed. How can I
bring the meter to the middle?
Hope that some one can help me on these problems or my camera needs to be sent to Canon for repair.

Can you use the quick dial on the back of the camera at all? For instance in the menu? The quick dial is used to do both of the things you're having trouble with--change the f-stop in Manual exposure mode, and adjust the exposure compensation in Av/Tv mode. It could be that there's a problem with the quick dial.

ah....maybe you didn't have the powerbutton turned on all the way (switched to the little --_ icon). If you don't have it switched all the way over, it leaves the control dial (bit dial on the bag) off.
