The exif data gives the following:

* Camera Model = Canon EOS 40D
* Exposure Time (1 / Shutter Speed) = 1/500 second = 0.00200 second
* Lens F-Number/F-Stop = 45/10 = F4.50
* Exposure Program = aperture priority (3)
* ISO Speed Ratings = 100
* Shutter Speed (Exposure Time) = 1/500.00 second
* Aperture = F4.50
* Exposure Bias (EV) = -4/3 = -1.33
* Flash = Flash fired, compulsory flash mode
* Focal Length = 20/1 mm = 20.00 mm

yep, basically negative exposure compensation to expose the sky and then flash to light the subject properly. I might have had the flash FEC bumped up as well.
