simple flare. Shooting into intense direct light causes it. Lens hoods help reduce it but can not eliminate it

Lens flare. Take off the filter and use a hood. That will help a lot. It will also help to make sure your lens is totally clean and that you avoid having the sun in the frame as much as possible.

But a hood won't do any good when the sun is actually in the frame, as in this shot.

Lens hoods can't do a thing for it when you're shooting into the light, as six said, but definitely can help when the light falls across the lens. In this case, a lens hood would have had little to no impact.

It's nice, but the rail/fence sorta dominates. Perhaps a wider lens and a closer position (in traffic?) might have helped.

You really have two options if you wish to fix the image... You could crop a little tighter to remove that section, or you could use the clone brush to paint the image on the left over it.

Nice picture btw :)
