as I understand it, a foot candle measures the intensity of light given off in all directions by a standard source at a standard distance, while a candela measures the intensity of light given off in a defined solid angle (steradian) by a different standard source. So they measure different things, much as pressure is force per unit area, so a candela is proportional to foot-candles per unit solid angle. The conversion factor is given in the citation by Primm (which also indicates the division by steradians). But also as I understand it, a candela is a monochromatic light and a foot-candle is integrated over wavelengths (total luminosity) so if the color spectrum of the source changes, the conversion changes also.

The topic seems to generally not be well understood. In a book written by instructors at Rochester Instititute of Technology, they cover the topics of candela and footcandles, but artfully skirt any detailed discussion of conversion between units!
