Canada: Question about Model release for photos taken in public used for Magazine

I took at photo in Feb 2004 with two kids sliding down a hill in a toboggan... You can clearly see their faces, but I have no way to contact them or their parents for a model release.

How does that work in Canada exactly? Is there a time limit from when the photo was taken?

The photo was taken in public, not at any particular event, I was shooting mountain biking at the time, and happened to see some kids coming at me, so I took the shot.

Any insight would be appreciated!
