for my car club, I am organizing our photo calendar for 2008. All votes are in, and there is a 2 way tie for the 12th photo. So, I have a couple ideas on how to choose the final photos, but wanted to get some opinions 
as some backup, here's some of the rules that were set for the calendar. Members could submit up to 3 photos. Any member who pre-purchased their calendar had the ability to vote on their top 12 picks. the final calendar would not have more than one photo per member. If any member had 2 of their photos chosen in the vote, they would have the option to pick their favorite of the two to be included, then leaving a space for the next in line.
One of the photos submitted was a closeup of the trunk emblem and thought that would be a great cover shot - since it's somewhat generic and not like it'd be highlighting any specific member's car. HOWEVER, another shot of the same car was in the top 12 picks.
Option 1: ask the member with the cover photo (which I've not disclosed that decision to use his image for the cover yet) to give up his other voted in shot in exchange for the cover - then making room for the 2 12th place photos.
Option 2: since some of the voters obviously have a good eye when it comes to photos and others do not at all, look at who voted for those 2 12th place photos and give more weight to those "photo intelegent" voters choices.
Option 3: open to whatever other suggestions you think would be fair
