I would appreciate any thoughts or comments you might have on this picture. I need advice on how to capture portraits. I appreciate your time. I shoot with the 10d and 100mm macro f2.4 usm lens

I'd take a bit off the right to get him out of the center. Your WB seems off too. Other than that: not bad at all :)

Oh, and welcome to POTN :)

OK here goes,

1. Do not shoot your subject in raw sun blasting directly in their face. It makes them squint as you can see.
2. Generally and portrait of a vertical person is vertical. You waste too much space on either side of the subject.
3. Your color, contrast and exposure are way off. The skin tones are not flattering to the subject. Make sure that your monitor is properly calibrated and that you shoot and process in the same color space.
4. Your subjects skin blemishes are more than apparent so a softer more even light is needed.
5. lose the hat
6. Make sure that the eyes are wide and in focus, try to tell something about the subkect in the image.

Study other portraits and emulate them ask questions about how they are done, keep shooting, and have fun.
