Adobe Camera Raw - it's a component of Photoshop. The latest version's a good upgrade and only works in CS3, the CS2 version is good but more limited. I have an ACR FAQ linked from my sig.

ACR is a kinda plugin which you can download and install for free, ie. if you have CS2 or 3 as Tim mentions. It reads raw files and does a darn good job IMO. It's what I use, it's user friendly and gets the job done.
