XTi + 28-135IS AF question?

I tried to use my friend's XTi+28-135IS tonight. It was inside a restaurant, kind of low light, but not that low. Camera meter was about 1/15s, F4,ISO1600. The lens has no hood on. The camera had very hard time locking on focus. Not too many pictures were taken because of this AF problem.

My question is whethat is is normal for this combo under this kind of light condition? OR the XTi and/or the lens have problems?
