I believe the following explanation is correct, but could easily be wrong...

Tubes decrease minimum focusing distance by extending the length between the lens elements and the focal plane. This allows macro type photography with non-macro lenses. Extenders use a magnifying lens to increase the focal length of the lens used, at the expense of maximum aperture. 2 very different uses.

Tubes are just that, tubes. There is no glass in them. They allow you to move the lens further away from the plane of the sensor thereby allowing them to focus closer, at the sacrifice of infinity focusing. They are commonly used with macro lenses.

Extenders have glass elements in them and are used to increase the magnification of a lens. They are commonly used as a less expensive method of increasing the reach of telephoto lenses.

Extenders can be used in macro photography and tubes can be added to telephoto lenses to decrease the minimum focusing distance. They are capable of being combined to get the best of both worlds.
