This is going to be a fun one. Let's add another dimension.

If we put an umbrella in front of the 2 would it then count as one and when does the proximity of 2 count as one light source?

In my opinion, if flashes are grouped or clustered as the main light source then I think of that as one source even though it's more than one light. I think that if there were main and fill or main and hair light then it wouldn't be considered one light source.

That's how I see it. Others may disagree.

I tend to agree. The beauty about speedlites is their size, their downfall their power. Group them together and it's still one lightsource. i've done it a few times when I've needed the power brought up or recycling time brought down.

The title is saying single strobe, not single light source, i can use 2 strobes in one umbrella or one softbox, so it will be one light source but two strobes, so this thread title should be changed to be ".... a single light source".

I'll disagree as the title is vague enough that it does not specify a maximum w/s; could be a speedlight, could be an 800w/s monolight.
If you need to put 2 together to get the power you need, then one grouped source is close enough to the point of the thread, which is not using multiple light sources for fill, hair, background, etc.
