I think you are correct on this one, I think it looks like Coolidge indeed. I am interested by the British officer.. I wonder what the occasion was.

If you're talking about the officer in the uniform with the cocked hat and epaulettes in that picture, he's a US Navy Rear Admiral. That uniform was a ceremonial US Naval Officer's uniform in the 1920's. You can see the same officer in the same uniform in this (external link) picture.

OH, ok that makes more sense. I learn something new everyday :). I am not a naval historian so I just assumed it looked more like British ceremonial uniforms.
