Yes, it is fill flash. To set it up, I put the camera on Av mode and the flash to ETTL. This allows the metering system of the camera to set the shutter speed appropriate to the ambient lighting and the f-stop I selected. The flash is then fired on a low power setting to fill in any shadows left by the ambient lighting (in this case, sunlight). I shot this with an 85mm lens at f/11 so that you could see the water in the background.
