Wide Angle in the $4-600 + range

ATM im looking for a good deal on a 40D body only and thinking of buying a new wide angle in the $4-600 + range.

The lense will be used mostly outdoors for landscapes/cityscapes. Most the time I have my tripod and backpack so IS isnt needed. That being said for some extra money I could buy my first IS lense.

So $4-600 for Landspace/Cityscape

$600-1k with IS for Cityscape/All Around

Ive searched around the Sticky threads at the diff lenses available but looking for suggestions in my price range. Also the current lenses i own are listed in the my Sig.

So far im looking at in order from cheapest

17-85mm f/4-5.6 IS USM
17-40mm f/4L USM
EF-S 17-55 f/2.8 IS USM
24-105mm f/4L IS USM

For a standard wide to short telephoto (which it looks like you're looking at with those selections), the Tamron 17-50 f/2.8 is probably your best bet in that price range. It's optically superior to the 17-40L (though not nearly the same build quality), has constant f/2.8, is very sharp, has a good range for a crop body, and it's about $450.

Don't forget about the UWA - Sigma 10-20mm or the Canon 10-22, you already have the Tamron covering you at 28mm and up.

Sell the Tamron 28-300, alot of overlap there with your other one, and replace with the 70-300 IS. You could get both an UWA and the IS telephoto in the price range you are discussing, and that doesn't include the sale of the Tamron telephoto.

Sigma 10-20 - $425
OR
Canon 10-22 - $600

AND
Canon 70-300 IS - $480

Using preowned prices normally found on POTN.

For UWA, consider Tokina 10-17 or 12-24. Both are excellent. So I've heard. And seen.
