Could be, I have never seen wither, but I am pretty sure it's not a Great Blue. :)

Thanks for the ID help. My bird book doesn't have the best pictures of juveniles, so I'm not surprised I was wrong.

Thanks. It was so small compared to all the other herons I saw that I mistakenly assumed it had to be a juvenile. Thanks for the info.
