Pleasing Frames

I notice many of you have nice simple gallery frames around your photos. These have a photo title, edition number and signature. I would like to go this way too but don't know where to start. Are these frames created in Photoshop CS or are they part of a plug-in package that one can purchase? I would like to start simply and have a nice border, line edge around photo, title underneath centrally, edition number in LH corner and a signature in the RH corner. How would I do this the easiest. I did see such a simple but effective frame as this in some of "gmitchel" postings.

Once you prepare an action, adding the frames to your photographs is very fast end easy.
