I don't remember exactly how to do it but if you search the forum for "eye", "reflection" etc. I have seen several threads that explain the process.

I have never done it myself, but I beleive the process is to make a new layer, mask all but the eyes, enhance at will, unmask and then flatten to one image again.

Any easy way is to use quick mask and it will paint red and make your selections of the eyes only. Then make a curves layer and pull it up to lighten the eyes. And you can selectively sharpen the eyes with the same selection method.

Looks like selective sharpening on the eyes. There may also be some Gaussian Blur applied elsewhere to exaggerate the effect.

We all have forgotten to mention that you should not post pictures that you do not own. Always post them as a link rather than embedding.

the simpliest way is to follow these steps:

  1. Select eyes with quick selection tool (or any other selection tool) with some blend-in (feather) applied onto this selection.
  2. Go to Image > Adjustments > Brightness Contrast increase brightness and deal with contrast sliderto achieve desired balance.
  3. Go to Image > Adjustments > Hue/Saturation and play with Hue and Saturation sliders to set desired color
  4. Go to filter>Sharpen> Unsharp Mask and deal with Ammount and Radius sliders (with Treshold left at 0) to get this "porcelain look".

that's it - have fun.

Great thing about PS there is more then one way to skin this cat.

Create a copy of the background layer,
on new copy layer use gaussien blur.
then create vector mask
with vector mask selected use a soft brush at about 70-90% opacity and black as your foreground color paint over the eyes. This will unblur the eyes.
Goto channels tab and click on load channel as selection.
Return to layers tab and and select the background layer and then goto select and click on inverse selection.
CTRL+C to copy. Create a new layer ctrl+v to paste.
Use USM to sharpen.
