Yeah, I'm leaning toward rail, but the MBB is pretty similar, although I do not think it is it.

behind that row of trees, it kind of looks like a bus parked there. Maybe this is a theme park, botanical gardens or similar tourist attraction.

Derek, it is the Murray Baker Bridge in the background, hence not the Miss, nor a Chicago Suburb...where do you guys want to end it? At the attraction/town or the sculpture name/sculptor?

Interesting view. I kept looking at the MBB, while it looked right, it just didn't seem to fit. Then I couldn't find anything about this sculpture.

That is not a cave in the photo. I just couldn't get everything exposed properly and I didn't have a tripod to try and make an HDR out of it. I picked this overexposed one for this because the others are way too dark.
