Yes, this is St. James's Park, in central London. Well done selwonk for guessing it so quickly!

Pelicans have been resident in St. James's Park since 1664, when the Russian Ambassador presented some to King Charles II as a gift. Sadly they don't breed there - a matter debated in the House Of Lords (external link) with characteristic humour - so presumably new pelicans have to be introduced from time to time. But they don't seem to stray, despite not being confined. Maybe they just like it there. Certainly they appear to have plenty of food (external link)!!

There aren't many places in the UK with pelicans I don't think - and that's the first one I could think of

Hmmm. Olive trees and terraces. That definitely says Mediterranean to me. Maybe Greece?

The gray building is interesting. I'm thinking it's either a mansion to some well off $$$ star or political person. OR it almost looks like a prision. I can't tell if there are covers/bars over the windows, but just the style has a commercial/institution​al look about it. It doesn't make sense to build a prision on a hilltop surrounded by residential neighbors, and the site isn't very big, so it's probably not a prision. Now that I've talked myself in a circle, I'll guess:
