With the 360 degree walkway and roof overhang, my vote is a railyard control tower. The structure looks to have been built long after the steam engine era was over. The hole in this theory is the lack of windows but perhaps they were sealed off or replaced when vandals broke the glass out.

Or double duty: water for steam engines, and since it had to be tall a walkway would make it a great control tower as well. (Just guessing; I know zip about railroads.)

Do you have any idea how large the community might have been? I am guessing probably not very large, maybe 2,000 at most?
