Windsurfer - Limits of Camera?

I took this picture with my Canon 2IS and would appreciate any comments on how to improve? Do I need longer lens, different settings?

That's a kitesurfer not a windsurfer! ;)

Presumably it's cropped down fairly heavily? You may need a longer focal length but if you were fully zoomed in then that's obviously not possible with your current camera.

Edit: Although with 12x optical zoom that's probably not the problem!
