Hmmm a tough one indeed...I'd be inclined to inform somebody now...... wether the burns are real or not (if that is indeed what the blisters are........ she could have a skin condition or something)
but when you move to another country you live by that countries rules and whipping a kid with a branch is just not on in the western world.
that alone would be enough for me regardless of the bruises and blisters

Listen to Alan, Wanda, he's got some good points.
I would add that while it seems like you're sticking your nose into a bad situation, how would you feel if it continues, or gets worse, or begins to manifest in other ways in the
girl's life as she gets older (I don't think I need to explain myself further). While you are not a "reporting agent" (like Eli's teacher) for abuse, you still have some moral obligation in the matter. By sending the teacher an FYI email, you're allowing the teacher to operate in a head's up mode. Teachers are supposedly trained to spot indications of physical abuse such as this.

My main concern is that if I email the teacher, she will feel obligated to report. Although in Indiana, EVERYONE is obligated to report any suspected abuse, even if they are not a teacher, doctor, caretaker, etc. (We are even required to report suspected abuse of pets, which is kinda neat, heheh.)
