40D's "AF-On" vs. 30D's C.Fn-04 (AE Lock AF)

Can anyone help me understand the difference between these two features? The manuals do not clearly explain it to me, and I don't have access to either camera to determine it for myself.

It appears to me that these two features are the same thing, only one is achieved through a Custom Function (30D), whereas the other is achieved via a dedicated button (40D).

Am I understanding this correctly?

Yes, that is correct with the difference being that you still retain the use of the "*" button for AEL/FEL whereas with the 30D, if the "*" button is assigned to focusing, AEL will only be possible with the shutter button if C.Fn-04 is set to 1 or if you use Evaluative metering with AF mode set to One Shot. But you will lose FEL.
