Low flying police helicopter

Was out and about earlier and noticed this helicopter flying real low and sideways. Thought at first it was one of those russian helicopters that does heavy lifting. But then when I goto the walmart lot I noticed it was the PAPD helicopter. Have no clue what they were doing, there wasn't anykind of police activity in the surrounding area's. It almost looked liked they were surveying the meadowlands marshlands.

Not the best pics, neatimage really made then soft and I only noticed after uploading them to photobucket. I may do them over and not use neatimage.
