Is this normal for a 1 year old refurbished 20D? This is a 46 sec exposure with the cap closed. I only see a couple in real world night time long exposure shots so it doesn't bother me really, but for someone into astrophotography I guess it's unacceptable. So is my camera's sensor messed up?

They're hot pixels - you're pretty much guaranteed to see these from any camera after a 46 second exposure.

Your camera is fine. You'll just have to deal with the hot pixels - maybe shooting RAW and using dark frame subtraction.

Yeah, that's not bad at all and won't be a problem for AP. Like Keith said, dark frame subtraction will fix that.
